		<description>I should mention again this was UPS (United Parcel Service), not the USPS (United States Postal Service). 

I think that businesses may be much more likely to do this than governmental mail. If I remember correctly, business shipping is not under the same (supposed) privacy restrictions that US mail is. (At least in the USA).</description>

		<description>i work at a mailcenter and i did wonder about that. so i typed in north korea under our mail processing program...and surprisingly north korea did come up as one of the many international countries we ship to. metering costs the same as if you were to send it to south korea. 

i just messaged my buddy who actually works for the post office to confirm it. waiting for a response.</description>
